Minutes for September 16, 2015 Selectmen’s Meeting

Selectmen’s Meeting Agenda

  • Call to Order
Selectman Emery called the meeting to order at 7:00 PM.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes September 9, 2015

  • Discussion held between 4:00 & 7:00 p.m.
A resident who lives across the street from Carroll Park stopped in to talk with the Board about the planter under the sign on Flaggy Meadow Road.  She asked if she could fix it up and Selectman Harmon said that led to a discussion about that individual becoming a Trustee.  Selectman Harmon said the resident also expressed interest in joining the Garden Club and she (Selectman Harmon) gave the lady contact information for that.

At 4:30 the Police Chief, Fire Chief, Code Enforcement Officer and his assistant met with the Board to talk about an E911 issue with numbering at the Hannaford complex where a new building is going in with several businesses, and to talk about their conversations
with the State about how those should be marked.  The Selectmen were not all in agreement about how they were going to number those buildings but after the disagreement and arguments for and against, Selectman Harmon said the Board finally agreed to what the group had initially proposed on how they are going to number the

buildings.  Selectman Harmon said there was also a discussion about what the driveway into Hannaford will be called.  Several names were bandied about but no final decision was made on that.

At 5 o’clock Chief Grovo introduced the Selectmen to two new hires.  One is a full-time patrol officer, Maggie Lane, and the other is Reserve Officer Warren Day.  Selectman Harmon said both appear to be great additions to the police staff.  

At 5:15 the Board went into an Executive Session per 1 M.R.S.A. 405 (6) (A) on a personnel matter.  The Board came out of Executive Session at 6:00 PM.

Some residents came in to talk with the Board about Community Days.  Chad Poitras conversed with them in the hall and said he will talk more about that later in this meeting.

Our Public Works Director, Tom Kennie, came in with Larry Anderson to discuss tool replacement for the mechanic.

  • To date, the Board has received about 40 applications for the Business Office Clerk position  

  • Review of Projects and Issues
Selectman Poitras reported that on Monday he stopped in to see how things were going and stopped at the Public Works building to see the new backhoe.  He went on to share more information about the three residentsle who came in to meet with the Selectmen.  Because of other discussions the Selectmen were having, they were not able to have a formal discussion at that time so Selectman Poitras had an informal discussion with them in the hallway and they re-scheduled to come back next week.  That discussion was in regard to a committee that has been started to continue to explore the Buxton Community Day situation.  

Selectman Poitras described them as a very enthusiastic group of young people who want to lead this project so we can have a really nice, meaningful Community Day coming up for next year.  Selectman Poitras said they are coming back to state their case about exploring this further and how they would like to do things.  He said if there are people who would like to see Community Day come back next year, they should stay tuned and if


someone wants to be actively involved he will provide contact information to talk to people to make that happen.

Selectman Burns was in the office Monday and Tuesday and has been in to check mail, email, and correspondence.

Selectman Harmon typed out what the Board has for reconciliations and carry-forwards, gave a copy to each of the selectmen and asked them to review it to make sure there have not been any changes.  She mentioned that the Board needs to set a date for the Special Town Meeting to get the money for the account reconciliations which this year total $59,000.

Selectman Harmon reported that she also worked on the Sales Analysis which is something the Board gets every year from Maine Revenue Services.  She finished the report and left it with LeeAnn Pratt to type up.  Selectman Harmon said based on what we have for the sales over the last year we are valued at 100% exactly.

Selectman Harmon said David Anderson came in earlier and talked about the motor vehicle audit that was done yesterday.  He said they found some issues but going forward he knows what they require and what they are asking for.  He said it still looks really good and he is confident that we are in a good place.  Selectman Harmon said David still needs to work on the software program and getting that to tie in with the portion the Treasurer needs.  We are fortunate to be having a training here in October with TRIO and he will be able to take part in that and get that all straightened out.

Selectman Harmon said other than that, she has been in the office every day checking with Bev and going over some of the resumes.  More resumes have come in since and she (Selectman Harmon) will be checking those as well.  

Selectman Emery said he has not been able to get in the office much but he calls and checks in, and talks with other selectmen when he can.  He thanked Selectman Harmon for the work she has done on the sales analysis report and he said things are going well.

Selectman Harmon asked about the 12 Town Group Meeting.  

Selectman Emery reported that he and Selectman Burns attended the meeting.  There was some discussion about high speed broadband and Selectman Emery said the group also talked about wanting to look into some training programs for municipal officials that could be held in the southern Maine area at times when local officials would be able to attend.  

Selectman Burns said there was some question about a couple of towns that want to share an Animal Control Officer and areas where some of the towns could get together on fire equipment.  He said there was quite a bit of discussion on that and they will talk more about it at the next meeting.

Selectman Harmon commented that the Board needs to think about dates for doing the interviews after going through the applications and also set a date for the Special Town Meeting.

The Selectmen had a discussion about a workshop this coming week and decided to go ahead and schedule it for Tuesday, September 22 at 6:00 PM

  • Other Business
There is still a vacant position on the School Board and one on the Budget Committee.  If you are interested in either of these positions, please call the Selectmen at 929-5191.  These positions will remain open until filled.


  • Public Comments and Questions
Ellen DeCotiis went to the podium and introduced herself.  She asked the Board if it was possible to share the minutes of the business advisory group meetings at the meeting, and asked if they are having regular meetings.
The Selectmen did not have a copy of the minutes but offered to get a copy to Ms. DeCotiis.  Selectman Harmon explained that they are having regular meetings and they meet at the other end of the building.

Ms. DeCotiis thanked the Board.

Patrick Hanna went to the podium and introduced himself.  He asked if the traffic light at the intersection of 22 and 202 is controlled by the Town or State.


Selectman Emery said it is controlled by the State.

Mr. Hanna wants to file a complaint about how long it takes the light to change and he asked if he should make the complaint to the State or the Town.

Selectman Emery talked about the light on Route 112 coming down from Lowe’s and how long it takes for that to change.

Selectman Harmon said she will put a call in to have our dispatch contact the State Traffic and Engineering Department to have them come down and take a look at it.

Selectman Poitras announced that there is a bean supper this Saturday night at the North Congregational Church on Church Hill from 5:00 ~ 6:00 PM.
